Land Use Policy - Affordable Housing

What is your position on affordable housing? Please be specific with regards to policies you support or oppose. I will support and push to achieves an important goal of my Campaign : to increase affordable housing in the City of Seaside. I do believe and I will support that helps the City meet its fair share housing allocation mandated by the State; reduce the
City's jobs/housing imbalance; and reduce greenhouse gas emissions. And it is also the right thing to do for the vast majority of Seaside's residents and workforce
I believe we must find ways to create opportunities and ordinances to grow our viable housing availability and protect what resources we currently have. We must continue to grow our ADU programs and find sustainable and environmentally conscious ways to create new housing opportunities that are economically feasible.
Do you support modifying city policies or regulations to make it easier and cheaper to build housing? If so, what specific policy changes do you support? Yes , set up time line for planning and building permits , make the process easier and timely efficient . hire out side planners and plan check review process to work for the city to reduce the waiting list for the developers . I support responsible and sound policies that create a manageable and accessible process to make it easier and more cost effective to build housing. As far as policy, we must move forward with our approved ADU blueprints to make that process a quicker solution that is more manageable to our citizens. We must continue to ensure that any development opportunities that occur in the city have an affordable housing component. We must work with our planning department to ensure that we are responding and working with residents as they build and create housing opportunities in a prompt and collaborative manner.
Do you support requiring developers to actually build inclusionary units instead of paying an "in lieu" fee? yes. Yes. It is important that our developers build inclusionary units as that provides a more concrete and protected step towards housing opportunities.
Do you support requiring that "inclusionary housing" units be made permanently affordable, even upon resale? If not, please explain. – Yes I will support "inclusionary housing" units be made permanently affordable, even upon resale " Yes. We approve plans and move forward with developmental cycles with distinct expectations and considerations. Those expectations must live with the development as that is the spirit and purpose of the agreement.
Do you support requiring developers of hospitality, commercial and industrial projects that significantly increase demand for already scarce housing resources to also build workforce housing? yes.
The single most important action the City of Seaside can take to address climate
change is to allow and promote infill housing that reduces the
jobs/housing imbalance.
I support working with developers to create housing solutions and accommodations for the workforce that will grow with their opportunities. Every plan must be both economically and socially sound. Creating a plan that accounts for something as vital as housing must always be prominent.
What other housing policies do you support or oppose? I will support The projects are consistent with the fundamental principles that guide my campaign Goal , including the first "to provide affordable housing for local working families, located
within mixed-income neighborhoods." As an infill project in close proximity to retail
shops, services and jobs and with easy access to transit and bicycle routes and a
welcoming pedestrian environment, this is the ideal climate-friendly, smart growth
development.
I feel that we must continue to creative and innovative to better meet our housing needs. It can start with ADU development and 20% affordable housing rates but it must continue to evolve to meet the ever evolving needs of our communities.

Awareness & Education.
We must support and enable important organizations like Public Water Now and Pure Water Monterey. We must take our water needs into our own hands and find a solution that does not jeopardize the environment. There is no magic bullet and one project alone will not be the answer. We must evolve and consider our options and move forward with a sustainable and conscious solution that is viable in the long term.

Sprawl Reduction

I support the consideration and development of plans that include natural green space, create outdoor activity opportunities, and protect our unique habitats. We must find a balance with growing our city and our economic opportunities and protecting our most valuable resources. I believe this possible with collaboration, community input, and effective research. I cannot say at this time whether or not I support an urban growth boundary because any commitment to policy and development requires thorough thought and diligence. I can commit to being open to solutions and being invested in protecting our environment and our people.

I believe we must be open to all solutions that come before the council. One important approach to addressing congestion is well thought out and measured planning in the development process. The creation and management of congestion and commute must be an important piece of development proposals and plans. We must do our best to responsibly grow and plan routes, commute patterns, and alternative travel and transportation opportunities in every planning and growth effort.

Yes I do support support roundabouts on Highway 68 and other roads, roundabouts have shown to achieve a 37 % reduction in collisions as opposed to traffic lights

I do support roundabouts and other intuitive and creative solutions to our current transportation issues. As many other cities have, we must take an active roll in considering and studying our traffic patterns and problem areas and invest in creative solutions to address them.

Availability of Community Resources - I really feel we need to ensure that our citizens have access to our programs in place as well as to grow programs to better address the needs and necessities of our people. I would address this by continuing to support,
innovate, and grow the programs our city can offer our citizens.

Responsible, Sustainable, and Community Positive Development - As Seaside moves into the future and grows, it is very important to me that we develop our community in a positive way. I think we need to approach new infrastructure with sustainability in mind as well as the net benefit to the community with considerations for job creation, environmental protection, and opportunity development like affordable housing.

Protection and Growth of the Community Voice: I will continue to demand "residents first" approach to our government and civic action. It is vital to ensure follow up to citizens' concerns by personal involvement and response. It is equally important that I am active as much as possible in our community and every single person knows that I am a resource for them. Being a City Councilperson is about serving the people and buying into servant leadership.

What accomplishments in your career or public service are you most proud of? Born in Egypt, I moved to the United States of America after marrying my wife, when I was 26 years old. My drive to achieve the American dream led me to Columbia University, where I graduated as a Doctor of Dental Surgery and with a Post-Doctoral Degree in Advanced Education of General Dentistry. I became an American citizen in 2011 and opened my first dental office in Monterey, California.
My wife and I value the family oriented environment and the cultural diversity of Seaside. We have a daughter and a son who attend Monterey Bay Christian School in Seaside. I have been a proud resident of Seaside for over a decade, and own and operate businesses in this beautiful beach city including The Fishwife and Turtle Bay Taqueria.
I am the founder and CEO of Valley Dental Care with 8 dental offices and over 123 hard-working employees. I am the founder and CEO of the Pacific Grove Smile Center, and the founder and owner of JMA Residential Construction, Management and Development Company in Seaside.
