- Letter: LandWatch Follows Up on Soledad Housing Element Assumptions
LandWatch criticizes the draft Soledad Housing Element for relying on the Miramonte Specific Plan area for the majority of identified units without clarifying applicable policies. Despite detailed objections, the revised version fails to address concerns. LandWatch urges HCD to demand an accurate account of policies applicable to the Miramonte area. LandWatch provides substantive feedback on the Draft Housing Element supporting the goal to reduce housing production constraints. LandWatch’s overarching concern is that the draft Housing Element (HE) fails to discuss the policies, programs, and ordinances that will govern the Miramonte Specific Plan area, which represents 70% of the units identified in the site inventory. Failure to disclose the actual governmental constraints applicable to 70% of the site inventory is a major shortcoming in the draft Housing Element. (09.08.23)
