Quick Facts

  • The project applicant is Carmel Valley Partners.
  • The project would renovate the Carmel Valley Shopping Center.
  • Monterey County is the lead agency.

Project Status

  • The project was evaluated through a Mitigated Negative Declaration.
  • The project was approved by the Planning Commission in November 2004.
  • The project is governed by the policies of the 1982 Monterey County General Plan and the Carmel Valley Master Plan.

Resources at Risk

  • Lack of Adequate Environmental Review
The Monterey County Planning staff do not believe it is necessary to complete an environmental impact report even though reports indicate the contrary.
  • Violates the Carmel Valley Master Plan
Due to a lack of environmental review, the traffic impacts have not been fully and properly been analyzed. A project that increases traffic congestion in Carmel Valley not only violates the Carmel Valley Master Plan (which it does), but implicates public safety.
  • Issues with Flood Control & the Levees
Regarding flood control, there are conflicting expert reports on mitigation measures needed to address potential flood control problems. The potential flooding dangers clearly implicate public safety.  Additionally, the project would also require excavating portions of the levee. The excavation could weaken portions of the levee with very serious potential significant impacts.

LandWatch Involvement

LandWatch engages in the public process in a variety of ways. For this project, here is a list of our engagement strategies.

  • Letter: Urging Requirement of an Environmental Impact Report (349K PDF)
The proposed Crossroads Shopping Village Remodel and Expansion is definitely a project that could have a number of significant adverse environmental impacts. We urge the Commission to require that a full Environmental Impact Report be prepared, prior to any Commission decision on the project. (11.17.04)
